Norms that govern tipping in American society:

Business owners continued to reduce their pay before tips were needed to raise their profits, and people became acquainted with the trend as a means of ensuring the survival of workers in the service sector.

Over the last thirty years, the average high as a percentage of the food price in the USA has gradually and dramatically risen.

About the same time Europe, where this tradition originated, slowly discarded this social norm and began to accept either indirectly or through a mandatory service fee the service portion of the dinner as no difference from its other components.

It can be enticing to say that class-based Europe is more comparable to that of the US, and the social standard of the US is clearly divided. That is a positive thing. I assume this is a false statement. I don't agree that diners consider they have a master-servant relationship to waiters of the sort that prevailed in Europe in the 17th century.

Moral and effective economy:

Some critics argue the free incentives harm workers in the public industry more than they support. Tipping seems to be sporadic commercial practice at first glance. However, it is focused on the reward theory to facilitate quality service. The tipping use has increased in the last 100 years, as predicted from the volume of tip.
