    Hello there!

Your answer would be Both Technicians A and B

The reason why "both technicians" would be the correct answer is because in order for the break shoes to work properly, it would need to touch the anchor pin.

In order for it to touch the anchor pin, the brake shoes must be the correct size, and the cable that is used for the parking brakes must be loosened. The cable for the parking brakes can't be too tight, or it will pull the break shoe more downwards and not allow it to touch the anchor pin. The brake shoe could be used on things like cars, boats, and other automotive things. Both technicians give valid reasons on what to do to fix the brake shoe. This is the reason why both technicians would be correct.
