"Transitioning people from one job to another" means that people who suffer from structural unemployment acquire the necessary skills to find a new job.

Structural unemployment happens when an unemployed individual cannot get a job because he/she lacks the skills required by the employer to fill that job opening. When this individual receives training and acquires the necessary skills, it is said that he/she transitioned from one job to another.
