A new investment product, housing revenue bonds, requires expertise in back-office processes, accounting policy, legal issues, and, of course, a portfolio manager's judgment on value. Difficulties at any step will influence the value of the investment.     Explanation:

    The manager already has a group of experts that knows a lot about different issues (investment, finance, accounting, legal, etc.), but they are currently working on their own. So the portfolio manager can make them work together as a team to increase their efficiency. They already know a lot, but it is time to unify concepts and ideas to generate only single project proposal that can be given to potential investors.
