We are given that the labor force is only:

labor force = the number of employed or working + the number of unemployed actively looking for work

    Therefore,

    labor force = 17,700 + 1,600

    labor force = 19,300

So we see that not all of the adult population is a member of the labor force.

The total labour force should be 17,700 plus the 1600 actively looking for work or 19,300 or 64.3% of the adult population. This is because the labour force is comprised of those who are employed plus those who are actively looking for work.
