    The answer to this question is There is no collusion mutual interdependence among firms.

    Under the model of monopolistic competition, there is only a single entity that control the market of a certain product. Which means, that single entity could basically make any policy without needing to consider the possible reactions of its rival (no collusion mutual interdependence)
