    Explanation:

    Recurring expenses are expenses that occur regularly at a specific time interval like hourly, daily, weekly, monthly or even yearly. such expenses are mostly required to sustain a business or to sustain an individual.

    Budget might be individual, corporate or joint. what ever type of budget it might be the recurring expenses are the bedrock of your budgeting because after allocating resources for them (reoccurring expenses) it gives you a clear view of weather your Revenue will be sufficient to sustain you within the given time of budget examples of such reoccurring expenses include : rent, Electricity, Insurance, salaries and travel expenses.

    every other option listed are not to be considered while creating a standard budget

    i'm assuming recurring expenses are necessities so those would always come first, things you need on top of your regular expenses would come next and any wants you have would come last. "entertainment expenses" would be lumped in with your "wants"
