    He would not qualify for an auto loan.

    Explanation:

    Since the student is taking a full course load without any free time in the foreseeable future and have a tuition loan to pay back still, we could assume that he does not have the time to make money to pay the tuition for now or the money saved for that purpose. That being said, he would not qualify for a car loan of an amount that high. First, he has to pay his student loan, then he could take new loans.
