What doesn't a health care system require to control costs materially?

    The answer is mandating that physicians serve Medicaid patients. Why? Because the doctor participation rate is lower than the rate for Medicare beneficiaries or the privately insured. The consequence is that Medicaid patients cannot access care and that it has become worse since the inexpensive care act expanded the health care program for the low income and disabled.
