    The reduction of waste, most economic concepts are focused on growth and consumption. Reducing waste doesn't really fit this.

In other words, economic theory always aims to seek efficiency by mapping which is the best way to allocate inputs that will be able to produce a larger amount of products at a lower cost. Thus, part of the productive planning is the mapping of the consumer market, the allocation of inputs and the efficient way of distribution of services. Waste reduction is not a parameter that guides economic decisions directly. This is more part of the scope of environmental science.
