    Solution:

    No. of people who voted for worse as quality of environment are 5%

    No. of people who opted for somewhat worse are 18%

    If half of these would have voted for worse, We would have 9% more voting for worse

    So total people voting for worse would be 5+9 = 14%

    Total people = 3000

    14% of 3000 = (14 / 100) * 3000 = 420

    Hence, No. of people = 420
