    The states and the years at which legislation passed are:

    Connecticut, Delaware, Illinois, Maine. Maryland, Montana, New Hampshire, Oregon and Virginia in 2015. Illinois, Nebraska, Virginia and West Virginia in 2016. Arkansas and Vermont in 2017
