    This tax would be one that is paid, for example, to a business who then is liable for the same amount to the tax collecting agency, rather than directly to the agency for the amount owed. A good example of this would be a sales tax - the actual money from the consumer is paid to the business, who takes a sales or VAT tax as a intermediary and remits the amount to the government when they file each month."
