A tire company has a manufacturing plant located in an area that has just been rezoned for residential use.     Although in the question, the rubber company was allowed to continue operating in a residential area due to the fact that the rezoning of the area occured after the company had been established, in the eventuality of a mishap that leads to total building loss of the firm, the company won't be allowed to build again in the residential area.
