In this instance, Kelsey failed to consider the consequences of her actions.

She knows the source of the problem which was that she locked her keys in the house. The Pareto Principle that 80% of the consequences comes from 20% of the decisions is not applicable here. There does not seem to be any discrepancies.

It seems the Kelsey did not consider that she could be hurt by breaking the window.
