Secular rational values are what we know as western values, the problem is that only a small part of the world shares our values. Besides North and South America, Australia + NZ, and a majority of European countries (not all) what we consider normal values are totally irrational, obscene, etc. in most of the world. But as the countries get richer, they should start to shift from traditional to more modern and secular values.
