For instance if you have no credit the bank will most likely not give out a loan to buy that item wanted. If someone has bad credit the bank will not give you credit either because they can see that the person is most likely not going to pay it back. If you have good/excellent credit the person should fet the loan because they have shown that they pay what they owe and have little to no debt.
