If you are interested in a specific employer, but there are no job openings with the company, what steps should you take while you wait for the company's hiring status to change?

My opinion is that you keep an eye on the employer, try to make 'friends' with them, show off ur skulls in that area but have something to fall back on (another job or employer) check the opening status for the jobs frequently and maybe by your work with the employer, and your ability to "wow" him will land you and interview and even the job.
