Option 1. Franklin scored as high or higher than 80 percent of the people who took the test.

    Explanation:

The percentile is use for comparisons. If a value is said to be XX percentil, then, XX percent of the people scored that value or less than it.

For example, if your score in the SAT is 1530 and you are percentile 99, it means that 99 percent of the scores were 1530 or less: 99% of the scores were equal or less than yours. More important: only 1% of the data were higher than yours. You are in a very selected group.

For the given case, the score of Franklin Gilman in the test placed him at the 80th percentile, then it means that only 20% had a greater score and he scored as high or higher than 80 percent of the people who took the test.
