Why is it a sefety procedure to tie back long hair in a laboratory?

    The hair can easily get caught on to to something or chemicals can on it

    Because with long hair, it can easily be caught on objects you're using, obscure the persons face not allowing them to see properly, and chemicals and smells can cling to hair. It's wise to keep it up to reduce damage or catastrophes.
