    The answer is neither oxidized nor reduced. It is element chlorine which is both oxidized and reduced in the reaction as shown by the oxidation number of chlorine that is equal 0 in the Cl2 and that is equal to - 1 in HCl and + 1 in the chlorate (I) ion ClO - in the products.
