This is because water is denser than oil, oil is much lighter than water and such can float.
Oil is a non-polar solvent and can only mix with a non-polar solvent too.
Polar solvents are those liquids that can mix with water example alcohol can mix very well, we say it is miscible. So oil is non-polar and immiscible with water. But it can mix with benzene.
