In the first half, up until 1924, the deer increased their population from 4,000, to a 100,000. This led to a massive overpopulation and many thousands died of starvation and disease. The carrying capacity was not adequate, which means that the land could not support such a huge population. From the 20s towards the 40s it started declining and at the end of 1939 the population was 10,000 and going down, which meant that the carrying capacity stabilized.
