The Environmental Protection Agency suggests using cold tap water for cooking instead of starting with warm tap water is because our drinking water is made out lead pipes, which is a serious risk to health.

Lead is found throughout the environment in lead found in paint, air, soil, food and water. Lead can pose a significant risk to your health if too much of it enters your body. Lead enters drinking water primarily as a result of the corrosion. It also contains in materials containing lead like in the water distribution system and household plumbing. Lead in drinking rarely cause of lead poisoning can significantly increase a person's total lead exposure. In particular the exposure of infants who drink baby formulas and concentrated juices that are mixed with water. EPA estimates that drinking water can make up to 20% or more of a person's total exposure to lead which is dangerous.
