Since water molecules are polar. Unequal sharing of electrons between the elements that make it. The hydrogen atoms would experience a slight partial positive charge as the electron density is more close to the oxygen atom making it partially negative.

The problem ask to determined the kind of charge would the hydrogen atoms have compared ti the oxygen atom in water and the type of charge of it is that oxygen is electronegative so it would have the negative charge for the molecule and the hydrogen bonds in the molecule would exhibit positive charge
