Which element has the strongest intermolecular forces at room temperature?

    Elements can't really have intermolecular forces. But fluorine has the highest electronegativity, so a molecule _with_ fluorine will almost always be polar, so you can have dipole-dipole forces, and maybe even hydrogen bonding.
