Which state of matter contains the most thermal energy out of solids liquids and gases?

Solids contain the most thermal energy

Well I would think Gases, because what I learned in school is that you need molecules to move and vibrate a lot. So naturally gases, which molecules are spread apart, would generate more heat according to my science classes.
