    From the options that are presented in this problem, the solvent that is considered the universal solvent is H2O or what is commonly known by everyone as water. The reason behind this is that among all the liquids present in the planet or among all the known liquids that could be used as solvent, water is the best one because it dissolves the most number of different substances. Though some substances can't be dissolved by water, it tops the list in how many substance it can dissolve.
