Chemical energy is released during the forming of bonds. Many times students will be told that chemical energy is stored in the bonds and is released when the bonds are broken, but this is not actually the case. The reason that particles bond is because they want to get to a lower energy state, so it would be technically correct to say that chemical energy is stored in the absence of a bond.
