    Number of electrons: 23

    Recall that:

    56 = y + 30

    y = 56 - 30 = 26

    Thus, the number of protons is 26

    Also, recall that Atomic number = Number of protons

    So, atomic number also equals 26.

    Then, a charge of + 3 mean the element has given off 3 electrons

    this means 26 - 3 = 23

    So, the number of electrons is 23
