There is an electron transfer between two surfaces when they are brought in to contact. The material with an excess electron is then negatively charges. Here the vinyl strip is negatively charged. The wool is then electron deficit or positively charged. The stream of water bends when the strip is brought neared. The bending is actually caused by the repulsion of the same charges or the attraction of the opposite charges.
