If you move the decimal from the very right m (mm) to the left until you get to the middle m (meters) you have your answer.
You would move the decimal 3 times to the left because it is going from small to big so the number gets smaller. The answer is simply 4.5 m. You can use this tool with any of the units (liter, meter, gram) the metric system is all based off of 10. If you are going to big to small you would move the decimal to the right and add 0's if needed.
