The answer is Yes, drugs affect the mind.
Drugs affects various parts of mind differently, drugs can slow down or speed up the central nervous system. Drugs effects brain areas that are important for life sustaining activity and some drugs also become addictive.
The part of brain that is important for positive forms of motivation, Basal ganglia, that got affected by overdose of drugs that beside that drug nothing can be pleasurable for the person who is taking the drug.
