    Yes

    As the arrow is being stretched back, the energy from your arm is converted into elastic energy. As it's released, the elastic energy is converted into kinetic energy.

    As you pull the rope back, if creates potential energy that is stored, but used when you let go of the rope which makes the arrow stab its target
