    William Paterson of New Jersey was the leading spokesman for the New Jersey Plan. He offered it to the convention in response to Madison's Virginia Plan. Paterson was concerned for the rights of the small states-like New Jersey. He wanted to make sure those states would have equal representation in the Congress. Basically, advocates of the New Jersey Plan wanted to revise the Articles of Confederation. They agreed with Madison's idea of three branches of government.
