Oxygen is not flammable because it is not a gas.

Oxygen does not burn, It supports combustion. Users of oxygen have their clothes saturated with oxygen, and this is the source of the danger. Their clothes can go up in flames because of it. That's why the rule is, "No smoking around an oxygen user."
