A substance with high [H+] would likely to have a low [OH-] and a high pOH. The pH is a measure of the concentration of the hydronium [H+] ions while pOH is the measure of the concentration of the hydroxide [OH-] ions. These two are related by pH + pOH = 14. Therefore, when the pH is low the pOH is high in order to agree with the equation.
