A total of 8 electrons is needed to complete the octet. Since F only has 7 valence electrons it will only need only one electron that will pull from a metal. That's why Floudine is te most electronegative element.

    When we move from left to right in a period then size of atoms decrease and electronegativity of atoms increases.

    This is because as the size is decreasing along the period, the atomic number increase this means number of protons also increases along with electrons.

    Since protons are positively charged and electrons are negatively charged. Thus, there will be attraction between protons and neutrons.

    As a result, there will be increase in electronegativity along the period.

    Hence, we can conclude that the electronegativities of the elements on the right side of that same period tend to be higher.
