The fatty acid tails of the phospholipid would face inside since it is the hydrophobic part, of the molecule. And, the phosphate part would be the one facing outward, interacting with water molecules since it is the hydrophilic part, water-loving. Hydrophobic means it hates water or it repels water molecules while hydrophilic means it attracts water molecule. This configuration is also known as the phospholipid bilayer where two layers of phospholipid molecules are adjecent to each other forming a double layer.
