    1000 liters = 1 m^3

    and

    1.3um^3 = 1.3x10^ (-6) m^3

multiply both sides of the first equation by 1.3x10^ (-6)

    1.3x10^ (-6) * 1000 liters = 1.3x10^ (-6) * 1m^3

    1.3x10^ (-3) liters = 1.3x10^ (-6) m^3
