A substance with a pH level of 8 has a lower level of Hydroxide (OH), not quite as basic as a pH of 12 but still basic and close to being almost neutral.

A substance with a pH of 12 has a high concentration of Hydroxide (OH) atoms, therefore, is much more basic than a pH of 8.
