There are two way to get out of this situation.

1You can restart in safe mode. This is the mode in which the windows start with most common programs and functions. If this does not work then follow the below one.

2. Probably as second option, you need to restart after inserting the Windows re-installation disk. Choose the language settings, and then the repair your computer. If this does not work then you might have to reflash your hardware as malware might have overwritten your firmware.
