What type of device would not require the use of Putty to terminal into it for management purposes?

b. Switch

    A Hub is the answer you are looking for. A router and server are obvious, however a switch is a little ambiguous. You can Telnet into a switch IF that switch is managed, and thus offers options and more control over it's functionalities. If the switch is unmanaged, then there is a good chance that there isn't any kind of interface for customization of optimization.
