    An IT department and a user support group may disagree about the responsibility for the development of end-user applications. The reason is that for new applications the complex and powerful application development tools and technologies make the end user less dependent on the Software Engineers and IT staff.

    In addition to that they often lack design standards and patterns, documentation, security features, graphical user interface, compatibility, cross platform feature, responsiveness and many other standard application controls so the IT Department criticizes the user developed applications.
