    As the RAM (Random Access Memory) is a type of volatile memory (which means that their contents are erased when the memory is not connected to a power source), the start-up instructions can't be stored there, as their content are empty when the computer is turned on, so it can't find any instructions there.

    This set of instructions (called the BIOS of the computer) is always stored in a ROM (Read Only Memory), which is hard wired to the CPU, and can keep his content even it is not connected to a power source., as is of a non-volatile memory type.
