Define the issue in terms of teen driving

    Generally, they're poorly trained (Connecticut requires 40 hours classroom and 8 hours road time), they've been protected from pain so they don't understand how dangerous driving is, by nature they think that they can't die, their brains haven't finished developing so the make snap decisions that are borderline irrational.
