    Option 1 would be correct. A written argument would be the most mature and convincing way to be able to achieve set aside for parks.

    Your neighbors playing loud music should be more of a verbal complaint, not a written.

    Convincing your parents to let you go to a concert is not a necessity, and doesn't need to be a written argument.

    Lastly, supporting your best friend who is collecting money for a walkathon is a situation you would physically be in, not write about.
