You want to round numbers that end in a 5, 6, 7, 8, or 9 up to the nearest tenth.
Numbers that end in a 1, 2, 3, or 4 get rounded down.
In this case, 33 would round down to 30 and 89 would round up to 90.

If you're rounding numbers 0-4, you turn that number to 0. If you're rounding numbers 5-9, you turn that number to 0, then you add one to the next number.
33 will be 30
89 will be 90 because of the rule above.
