Why does the capitol want to keep the people of Panem divided?

    Explanation:

    The totalitaristic gov't of the capitol is based on power and keeping order. Essentially they do not want a rebellion. Therefore, the twelve districts fight eachother so that there is not one single unit of force, which could overthrow the government.
