Considering the title of the poem the way the differences between the Statue of Liberty and the Colossus "of greek" fame develop the overall meaning of the poem by contrasting how the colossus used to afraid people that entered its while the statue of liberty welcomed to its lands.

    Explanation:

All right, the title of the new colossus summarizes how the purpose of the statues is different and encourages people to do opposite things. It also communicates how the mentality of the two civilizations is different because while one looked to scare people away, the other welcomed them to enjoy something that would not be found in another place. It is a very good exercise of contrasting the ideologies of classic and modern eras.
